Overview
The Office of Management and Enterprise Services (OMES) is Oklahoma's central administrative agency. It houses consolidated state IT (OMES Information Services, led by State CIO Dan Cronin), Central Purchasing, and statewide finance and budget.
Under the Information Technology Consolidation and Coordination Act (62 O.S. §§35.1–35.9), Information Services provides shared services to state agencies. It bills them at estimated full cost, and each agency budgets that cost as a separate line item. Rate changes go through a state technology review board. As a result, much IT spend shows up in agency budgets, even though Information Services also carries a large direct appropriation (about $84.6M of a $214.7M FY26 Information Services budget, per the Senate BPR).
Information Services supports more than 125 agencies, boards and commissions. Since 2025 (SB 68), agencies may hire their own IT staff, but only under an MOU that keeps them bound to the CIO's standards. For a Dell seller, OMES is both the approval gate (all enterprise-technology purchases need CIO approval) and a large IT operator in its own right.
- Every enterprise-technology purchase requires State CIO Dan Cronin's approval, and any procurement involving AI, digital technologies or AI-related capabilities must include early notice to, coordination with and participation from Chief AI & Technology Officer Tai Phan (OMES bulletin, Dec 15, 2025). Engage both before agency procurement starts.
- Two approval gates: the State CIO must approve IT purchases from $0, except small P-card buys of pre-approved items (62 O.S. §34.11.1(F)(16)); agencies file a PIR before any requisition, and AI products need CIO approval and a purchase order. OMES Central Purchasing runs the acquisition above $50,000 or the agency's delegated threshold.
- OMES Information Services built BEACON, the state's shared, governed AI platform, under Cronin with Phan leading AI; OMES positions it as the common foundation for future agency AI tools.
- Inside Information Services, David Martin (CTO of Infrastructure & Operations) owns network, servers and storage, cloud, end-user support and IT asset lifecycle/device management; Rene Page directs Data and AI; Ayana Wilkins is CTO of Enterprise & Agency Services (OMES IS Service Map, Aug 2026).
- Central Purchasing is led by State Purchasing Director Amanda Otis; Jeannie Troxel is category manager for IT infrastructure and hardware, with Derrick Williamson and Glenda Caudle on IT software and services.
- Fastest compliant path for Dell hardware: mandatory SW1020D (Dell Marketing / Dell Financial Services). State-agency devices must be bought or leased through Insight or Dell and ordered via Order Tech Now, and leasing is the standard. Under Amendment 3 (Oct 2025), resellers can sell only Dell servers, storage and peripherals (nine named resellers).
- Eligibility differs by contract: SW1020D is mandatory for state agencies and also usable by political subdivisions; SW1041D (software) is open to cities, counties, higher ed and K-12. Higher education institutions, the State Regents and OneNet fall outside the IT consolidation law's definition of 'state agencies' (62 O.S. §34.11.1).
- Agencies pay Information Services at full-cost rates and budget that as their own line item, so hardware and service spend often sits on the buying agency's books, not OMES's. Confirm budget ownership per deal.
- Consolidation is loosening at the edges but oversight is tightening: SB 68 (2025) lets agencies hire IT staff under a CIO MOU, and HB 3420 (effective Nov. 1, 2026) requires the CIO to publicly justify contracts made 'in lieu of' the Central Purchasing Act and caps pilots at one year.
Where Dell Can Play
- Prepare for the SW1020 re-compete: Dell's term ends July 19, 2027 (90-day extension possible), and OMES's planned Sept 1, 2026 re-bid posting has not appeared, so watch for it. Protect the Workstation Standard position (Insight or Dell only) and the Dell Financial Services leasing model.
- Rebuild the SW1020 reseller bench around Amendment 3: nine named resellers (including newly added Computacenter and Business Imaging Systems) may sell Dell servers, storage and peripherals. Harris Technologies, Insight (as a Dell reseller) and Iron Bow are no longer on the list.
- Get onto the approval path early: OMES requires State CIO approval for all enterprise-technology purchases and early involvement of Chief AI & Technology Officer Tai Phan for anything involving AI or digital technologies. Frame the first meeting around the FY26–28 goal to 'modernize with purpose and precision.'
- Use BEACON (launched Jul 24, 2026, two lighthouse apps in beta) as a discovery hook: ask Phan and Director of Data and AI Rene Page what compute, data and security stack future lighthouse apps will run on, then position Dell AI infrastructure where it fits.
- Bring BOOST-scale deployment capability to Infrastructure & Operations CTO David Martin, who owns servers, storage and device lifecycle. BOOST put 1,500+ hardware environments in all 77 counties in one cutover.
- Decide by Oct 15, 2026 whether to bid or team on NASPO SW1045 (Oklahoma lead). Pair it with SW1041D (NVIDIA, Broadcom, Red Hat) for AI-infrastructure pursuits that must clear CIO/PIR review.
- OMES's FY2027 appropriation fell 6.4% to $133.7M. Lead with TCO and consumption options, and identify which agency budget line carries the cost under the full-cost chargeback model.
- Stitt is term-limited; Mike Mazzei (former Stitt budget secretary) won the Aug 25 GOP runoff and faces Cyndi Munson and three independents on Nov 3. No source addresses retention of OMES leadership, so build relationships with career and division leaders (Martin, Otis, Troxel, Langley's team) as well as appointees.
- Track the SW1006 networking re-bid (planned Jan 1, 2027 posting) and any SW1022 cloud successor; neither is a Dell vehicle today, and state agencies must buy Cisco through SHI or UDT through 2029.
Budget & Fiscal
OMES is funded mostly through revolving funds (about 73% of its FY2026 budget in the Senate BPR) plus a direct appropriation. Under the ITCCA, Information Services bills agencies at estimated full cost, and agencies carry those charges as their own line items. For FY2027 the Legislature appropriated $133.7M to OMES (SB 1177, signed Apr. 15, 2026, plus SB 1167), down 6.4% from $142.8M and below the Governor's flat recommendation.
- FY2027 adds include $500K for the HB 3415 Central Purchasing contract database and $250K for infrastructure improvements. OMES's $12M statewide call-center request does not appear in the FY2027 OMES appropriations (SB 1177 §§55–57, SB 1167).
- OMES's standard written BPR answer (unchanged since its FY2025 review) says a 2% cut would delay IT modernization and cybersecurity projects and raise agency service rates; no source shows whether the enacted 6.4% cut has triggered either.
- SB 68 (2025) lets agencies hire IT staff under an MOU with the CIO; they stay bound by CIO standards.
- FY2026 GRF closed $612.1M (7.4%) above estimate; July FY2027 collections were $7.8M (1.5%) below estimate, which OMES attributed to timing and revenue-distribution factors.
Initiatives & Priorities
CIO Dan Cronin's plan (announced Aug 29, 2025) is anchored on four goals: customer centricity, reducing complexity, workforce development, and strategic modernization — prioritizing secure, cloud-native infrastructure and shared platforms that cut duplication. The roadmap for where statewide IT investment is heading.
Modernization CloudOklahoma named Tai Phan its first Chief AI & Technology Officer (announced Nov 21, 2025), fulfilling a Governor's Task Force on Emerging Technologies recommendation. He sets AI strategy, guardrails and ethics, and helps agencies find where AI streamlines operations — a buying center for responsible-AI and the infrastructure under it. AI-related procurement requires Phan's early participation (Dec 2025 bulletin); operating model branded 'Accountable Innovation'.
AI GovernanceOMES Information Services' shared, governed AI platform with built-in security, governance and data standards. It lets agencies build AI tools on a preapproved architecture instead of starting from scratch. The first two 'lighthouse' apps, Administrative Rules Modernization and a Procurement Guidance Assistant, are in beta. It is designed to be leveraged across 125+ agencies, boards and commissions.
AI ModernizationThe FY26–28 plan prioritizes secure, cloud-native infrastructure and shared platforms that cut duplication. OMES and Service Oklahoma replaced the entire driver's license and motor-vehicle technology environment in one Feb. 17, 2026 cutover (BOOST), deploying 1,500+ new hardware environments across all 77 counties.
Cloud Data CenterOMES Information Services runs Oklahoma Cyber Command, whose Security Operations Center protects mission-critical networks 24/7/365, and the Oklahoma Information Sharing and Analysis Center. CISO Daniel Langley (started Oct 2025) focuses on agency collaboration, closing vulnerabilities and operational efficiency.
CybersecurityProcurement
Selling IT to Oklahoma state agencies runs through two OMES gates. First, the State CIO must approve IT purchases from $0 (62 O.S. §34.11.1(F)(16); §34.12(B)); the only exceptions are small P-card buys of pre-approved items. Agencies file a Project Initiation Request (PIR) before any requisition, and AI products need CIO approval and cannot go on a P-card. Second, OMES Central Purchasing runs the acquisition when it exceeds $50,000 or the agency's delegated threshold (74 O.S. §85.7; Purchasing Manual §3.6.2.1). The fastest compliant path is an existing statewide contract. Dell holds the mandatory computer-equipment contract SW1020 (Dell Marketing L.P. for purchase, Dell Financial Services for leasing). Its term ends July 19, 2027, and OMES planned a re-bid posting for Sept 1, 2026 that had not appeared as of Sept 14. The CIO Workstation Standard requires state-agency device purchases and leases to go through Insight or Dell. Dell also holds the non-mandatory software-reseller contract SW1041D through May 28, 2029. Oklahoma is lead state on NASPO ValuePoint RFP SW1045 (Emerging Technologies), with proposals due Oct 15, 2026.
